Burrard Slopes IC-1 and IC-2 Districts extend from W. 1st Avenue to W. 6th Avenue, between Burrard Street and the lane west of Granville Street (excluding W. 4th Avenue). In November 2007, Council approved new Interim Rezoning Policies and Guidelines for Burrard Slopes which include increased densities for office and service uses and new policies affecting residential development in the area. Council will consider further strategies to encourage jobs in the area through the Metro Core Jobs and Economy Land Use Plan Study. Council also asked staff to re-visit the rezoning policies as part of the Metro Core Jobs and Economy Land Use Plan to consider removing the residential component and requested that staff report back if the pace of development rezoning applications is out of the ordinary.

To initiate amendments to help implement passive design approaches to make it easier to build and renovate using energy conservation strategies in Vancouver. Passive design is building design that responds to local climate and site conditions in order to maximize building occupants’ health and comfort while minimizing energy consumption. The proposed approaches allow for thicker walls, increased overhangs, accommodation of bay windows, green walls and natural ventilation by making application to amend the Zoning and Development By-law, the First Shaughnessy Official Development Plan By-law, the Downtown District Official Development Plan By-law, the Downtown Eastside Oppenheimer Official Development Plan By-law, and the Southeast Granville Slopes Official Development Plan By-law.

The Historic Area of Vancouver, including Chinatown, Gastown, Victory Square and Hastings Street, is rich with history and has played a key role in the shaping of Vancouver's current identity. It is also a living community, a place of economy and a reminder of the City's rich heritage. As part of the planning program for the Downtown Eastside, the City of Vancouver is exploring opportunities for additional height and density in the Historic Area. The purpose of this study is to inform the Chinatown Community Plan currently being prepared, it will also inform how the City responds to rezoning enquiries for taller buildings in the Historic Area.
The public consultation portion of the public process has been completed. Feedback comments received are being reviewed and will inform the Chinatown Community Plan currently being prepared, as well as how the City responds to rezoning enquiries for taller buildings in the Historic Area.
We anticipate reporting back to Council with the study findings in the coming months.

The Metro Core Jobs and Economy Land Use Plan is a major planning initiative launched by Council in 2005 to develop a long-term land use policy plan to accommodate the future economy and jobs in the Metropolitan Core of Vancouver. The Metro Core extends from 16th Ave north to Burrard Inlet, between Clark Drive on the east and Burrard Street on the west. The study is now at the final stages of completion. A Public Hearing has been scheduled for Tuesday, April 21, 2009 at 7:30 p.m. to consider the proposed policies and zoning changes affecting parts of the Downtown peninsula. The Plaza of Nations is a privately owned commercial and entertainment complex on the False Creek waterfront that hosts office and commercial uses, outdoor performance and event space, restaurant and bar uses, and casino use. The False Creek North Official Development Plan states that the Plaza of Nations should remain generally as built. The Plaza of Nations Land Use Study was intended to determine whether this policy allows for the most appropriate land use mix on the site. Public feedback was gathered on issues such as: potential future uses of the site, ranging from commercial and entertainment uses to primarily residential development of the site; the value of the site as a performance stage, event venue, and cultural space; and the relevance of the Plaza of Nations as a legacy of Expo 86. The Plaza of Nations Land Use Study was presented to Council in July 2005 to provide background to their deliberations on the future of the site, and to determine their preference around any potential rezoning activity.
